Methuen Board of Health Meeting, Tuesday, November 28, 2006 at 6:30 P.M. Quinn Building-Sanborn Hall

Agenda

Present:         

Joyce Hersey, Vice Chairperson, Jeanine Lorenzo, Member, Brian J. LaGrasse, Public Health Director                                            

Call to Order:  

Vice Chairperson, Joyce Hersey called the Board of Health meeting to order at 6:40 P.M. 

New Business: Application for Livestock/Poultry Permit – 328 Pelham Street 

Russell Parker from 328 Pelham Street submitted an application for a livestock/poultry permit from the Board of Health to raise dwarf goats and chickens that he will receive from a university.  He is applying for 75 dwarf goats and 150 chickens/hens.  The Board reviewed the application and had questions about the size of his property and the proximity to neighbors. 

The application did not have a sketch of the area where the animals will be kept in proximity to the closest neighbors and the board thought that the number of animals might be too high for the area he lives in.  Russell Parker withdrew the application without prejudice to add in the neighbor sketch and revise the number of animals proposed.  The board will review the permit application at the next meeting.  

Smoking Fines and Violations

 The Board discussed the smoking violations that were brought up at the last meeting.  They discussed what they thought about over the past month and the idea of a six-month card all policy.  They would like to implement the seven-day suspension for Galloway’s and also institute a card all policy for six months. 

Joyce Hersey made a motion to suspend the Tobacco Sales Permit for Galloway’s and mandate a card everyone policy for six months.  Seconded by Jeanine Lorenzo.  Unanimous vote 2-0-0. 

The Board discussed the latest violation from 6-11 Variety.  This is their 4th violation (sale to a minor) and 3rd in a 12-month period.  The last violation letter stated that if there was another violation, their permit will be revoked.  Joyce Hersey made a motion to revoke the Tobacco Sales Permit for 6-11 Variety.  Seconded by Jeanine Lorenzo.  Unanimous vote 2-0-0.

Minutes: Approval of September 26, 2006 Minutes 

Ms. Joyce Hersey made a motion to accept the September 26, 2006 minutes.  Ms. Jeanine Lorenzo seconded the motion.  Motion granted.

Adjourn: Ms. Hersey made a motion to adjourn the meeting at 7:50 P.M.  Ms. Lorenzo seconded the motion.  Motion granted.
