4/9/08 Licensing Board Minutes
The Methuen Licensing Board met on April 9, 2008 at 7pm in the Searles Building Second Floor Conference Room 208. Meeting minutes follow.

Present were Chairman Foderaro and Board Member John MacLeod. Approved:              

Mr. MacLeod moved to approve the AGENDA FOR April 9, 2008 seconded by Mr. Foderaro.Approved:              

Mr. MacLeod moved to approve the MINUTES FOR March 12, 2008 seconded by Mr. Foderaro.Approved:              

Ejiro, Inc. dba/Xpress Pizza, 68 Broadway – Davis Emerhi applying for a common victualler license.Mr. Chairman asked if anyone was present to speak on behalf of Xpress Pizza w/o response.  Mr. Chairman asked if all the paperwork was in order with a positive response.Mr. MacLeod moved to approve the Common Victualler license seconded by Mr. Foderaro. All in favor.Approved:              

CEC Entertainment dba/Chuckie Cheeses, 90 Pleasant Valley St. applying for new officers. Mr. MacLeod asked for the paperwork which listed the officers to be changed.  For names, please see file.  Also asked was if all the paperwork was submitted with a positive response.Mr. MacLeod moved to approve the Common Victualler license seconded by Mr. Foderaro. All in favor.Approved:              

Paul’s Pub & Inn, Inc. dba/Paul’s Pub 91 Broadway – Frank A. Biancardi applying for a change of dba from Illusions to Paul’s Pub and change of manager from Sandra Powers to Frank Biancardi. Mr. Biancardi represented himself and offered he is back as manager.  He also said that he closed for 15 days to clean the place.  “The Fire Department application has been withdrawn as you know.  I will be responsible.”Mr. MacLeod motioned to approve the change of dba from Illusions to Paul’s Pub and also change of manager from Sandra Powers to Frank Biancardi. Mr. Chairman seconded. Unanimous.Informational              

Paul’s Pub & Inn – Informational session request from the Methuen Police Department Session – Capt. Randy Haggar to address the public safety concerns.Captain Haggar, Commander of the MPD Field Operations Bureau spoke first referencing each call reported and responded to from January 13, 2007 through March 9, 2008.  See attached.Capt. Haggar is concerned for the community but now that the manager is changed along with the dba.  Mr. Biancardi has recognized the problems.  He took it upon himself and closed for 2 weeks.  He will make several changes and taking over himself.  I recognize that he is changing.  I’m happy to work toward his goal. Capt. Haggar seeks to place the  letter requesting “official notification” of an informational  hearing on hold to give Mr. Frank Biancardi a short time to change.  If not, I want to roll it back.Mr. Chairman recognizes that the MPD is working with Frank Biancardi.  Also offered is a TIME FRAME.  We will keep the letter on file for 6 months.  Over several weeks, see if there is a difference.  Six months is fair.  Our hope is to make this work.   

LBHM 4/9/2007 acknowledge and he’s put a lot of money into the building.  Mr. MacLeod states there have been problems.  I believe we should give another chance. Mr. Biancardi was asked to speak.  He states he’s been working.  Tough area.  I deal with people that live in the ghetto.  I opened the bar.  I have a family and I’m doing the best I can. Linda Soucy, 10 Kirk St., spoke next and said she came here to tell you the neighborhood is not responsible for all the problems.Mr. Foderaro said that he knows that.Ms. Soucy added she would like to inform the board that Frank Biancardi does not work with the neighborhood.Ms. Rodriquez of 40 French St. said that she is proud to live where she does.

Mr. Catherine Ball of 100 Tenney Street commented that she is not in the ghetto.Mr. Rick Dewhirst, 80 Broadway spoke next and wanted to mention that besides Capt. Haggar’s concerns some have not been mentioned on the report.  In the morning, we pick up beer bottles; it’s been a major concern.  Hope it will change in future.  I hope Frank Biancardi can rectify that.Mr. Foderaro spoke and addressed Capt. Haggar and everyone present.  “We owe it to all to see what happens.  If it continues, action will be taken”.Mr. MacLeod stated how he understands the neighborhood business.  I’m tired of this address.  We’ll try it one more time.  I want to give him a chance.  Let’s try to work it out.  Any concern, call the Police Department. Mr. McLeod motioned to adjourn.
